The Director also expressed the view that

a post of Secretary to the Medical Department would be justified though he was not prepared to recommend that as an urgent matter.

We are inclined to agree that such a post is desirable but we recommend that further consideration of this matter should be deferred until experience has been gained of the new arrangement at the Government Civil Hospital which we have recommended.

The scale of salary for the proposed new post being £500 to £600 the approximate annual cost of salary might be taken at $7,000 per annum, and if later on the status of the post is increased the cost

would rise to about $6,000. Against this should be

set probable economies of which it is imposible to give any estimate.

SECTION VI.

POST OFFICE.

We have considered the case for and against

the appointment of a Secretary to the Post Office. We agree fully with the Post Master General, Mr. G.R. Sayer, that such an appointment is required for the proper co-ordination of the rapidly expanding work of

the various branches of this office and to enable the

Post Master General to deal efficiently with the

increasing volume of correspondence with other

administrations and with the public relating to postal

matters. Such an officer would remain permanently in

the department and would be in a position to advise
